I don't think your understanding of the CAM table is flawed. I honestly see no benefit from the ICMP process when the mac-address of the next hop is not in the cam table. Seems to be an overcomplicated verification process that provides no *real* benefit. Good to understand though, as there are ways that it could create inconsistent resulsts.
